Texas has been part of the Driver Responsibility Program since 2003. This program monitors the driving habits of Texas residents in an attempt to punish drivers considered to “high risk.” However, the program hasn’t always worked the way as planned. In many instances, due to community service and time served laws for traffic tickets, many low income families have been hit the hardest by the program.   1. Waives only the surcharge amount owed, and
  2. Stops the surcharge suspension for those individuals who are approved for the program; individuals who have an enforcement action other than a surcharge suspension are still not eligible to drive.
